Proving your staff actually received a policy
How Cambodian employers publish policies and announcements, capture per-employee acknowledgement, and keep evidence that stands up later.
"We told everyone" is not evidence
A policy printed on a noticeboard, forwarded in a group chat, or announced in a Monday meeting is a policy you cannot prove anyone received. That gap only matters on the day it matters — a dispute, an inspection, a disciplinary process — and by then it is too late to collect signatures.
Policies worth acknowledging explicitly
- Internal work rules and the disciplinary procedure
- Health, safety, and site-specific rules
- Code of conduct, and safeguarding where it applies
- Data handling, especially where donors impose terms
- Any change to leave, overtime, or pay practice
From publishing to provable receipt
The difference between an announcement and an acknowledgement is one setting — and it is the setting that turns a message into a record.

Publish it to the people it applies to
An announcement is targeted rather than broadcast at everybody. A site rule that only concerns one location should not be something head office staff learn to scroll past.

Mark it as requiring acknowledgement
This is the switch that changes what the announcement is. Without it you have communicated; with it you are collecting evidence of receipt from each person individually.

Read and acknowledge
The employee confirms from their own account, on their own device. It is their action, not their manager reporting on their behalf that the team was briefed.

Record who, when, and from where
Each acknowledgement is stored against that employee with its timestamp and originating address. One person cannot acknowledge on behalf of a team, and a later claim of "I never saw it" has something specific to answer to.

The useful view is not how many acknowledged — it is exactly who has not. That list is short in the first week and unmanageable a quarter later.

Acknowledgements live on the announcement itself, and onboarding uses the same mechanism for mandatory policies — so a new hire's sign-off and an all-staff policy change are the same kind of record.
